A new era is set to begin in Toronto with acquisitions of point guard Kyle Lowry and first-round selection Terrence Ross.

Former Knicks swing man Landry Fields also joins the Raptors and will be counted to contribute right away and should push Demar DeRozan for minutes after showing signs of maturation in his short sting in New York.

Add 2011 First-Round Pick Jonas Valanciunas to the mix with Andrea Bargnani and you start talking about a strong nucleus in Toronto.

Very quietly, there were significant elements of improvement, particularly at the defensive end. In his first season as head coach, Dwane Casey instilled both a superior scheme and managed to motivate players into operating within that system, which is always the trickier part.

They wound up in the lottery, but for the first time in several seasons, the Raptors seem to be headed in the right direction as an organization.

With a struggling economy and team's saving their money to make a run at the high profile free agent class of 2010, no one was expected to make a splash. Well throw that out the window. In reality, it was an extremely eventful off-season which saw many of the game's elite players switch uniforms. The following list outlines which team's made made the best moves in the 2009 off-season.
